STANDING
ORDERS (1 - 6)
MEETINGS
1. (a) Meetings of the Council shall be held at the Town Hall, Skegness, at 7.00 pm unless the Council otherwise decides at a previous Meeting. Three clear days notice of a Meeting must be given and the notice must specify the business to be transacted.
(b) At meetings of the Council except the Annual Meeting 15 minutes will be allowed for Public Speaking.
(c) Members of the public shall be invited to ask verbal questions of the
Town Mayor..
[i] If the matter of the question is within the control of the Council the questioner will receive a verbal reply at the Council Meeting.
[ii] If the matter is not in the direct control of the Council the question will, if possible, receive a written reply.
(d) The questioner will be allowed to ask one supplementary question at the meeting, to be answered by the Town Mayor or by a Councillor at the invitation of the Mayor.
(e) Smoking is not permitted at any Meeting of the Council.
2. The Statutory Annual Meeting
(a) In an election year the Annual Council Meeting shall be held on or within 14 days following the day of which the Councillors elected take office and
(b) In a year which is not an election year the Annual Council Meeting shall be held on any Wednesday in May.
(c) The three other Statutory Meetings shall be held on any Wednesday in the months of August, December and February.
3. Additional Meetings shall be held on Wednesdays decided upon at the Annual Meeting of the Council in each year.
4. The Town Mayor, or in his absence the Deputy Town Mayor, may convene a Special Meeting of the Council at any time. In addition if two Members sign a requisition that the Council be convened and the Town Mayor (or Deputy Town Mayor as the case may be) refuses or neglects to convene a Meeting in seven days, any two Members may convene a Meeting.

5. The person presiding
at a Meeting may exercise all the powers and duties of the Town Mayor
(Chairman of the Council) in relation to the conduct of the Meeting.

6. Where a statute, regulation or Order confers functions or duties on the proper officer of the Council in the following cases, he shall be the Clerk.
(a) To receive declarations of acceptance of office.
(b) To receive and record notices disclosing interests at meetings.
(c) To receive and retain plans and documents.
(d) To sign notices or other documents on behalf of the Council
(e) To receive copies of bylaws made by another local authority.
(f) To certify copies of bylaws made by the Council.
(g) To sign and issue the summons to attend Meetings of the Council.
(h) To keep proper records for all Council Meetings.
