The vacancy for the Skegness and Winthorpe ward of St Clements, has arisen following a resignation. Since no valid request for an Election has been submitted to East Lindsey District Council Returning Officer, this vacancy may now be filled by co-option.

NOTICE is hereby given that pursuant to Representation of the Peoples Act 1985 Chapter 50 (s 21), Skegness Town Council will fill the casual vacancy by co-option. The council may co-opt any person who is legally qualified to hold such office, and who is willing to serve provided they are a British citizen, or a citizen of the Commonwealth or the European Union, and are neither the subject of a bankruptcy restriction order or interim order or have, within five years before the day of the election, been convicted in the United Kingdom of any offence and have had a prison sentence (whether suspended or not) for a period of over three months without the option of a fine. Provided the person also satisfies at least ONE of the following they may apply.

  • · They are registered as a local government elector for the parish;
  • · They have during the whole of the preceding twelve months occupied as owner or tenant, any land or premises in the parish;
  • · Their principal or only place of work during the preceding twelve months has been in the parish;
  • · They have during the whole of the preceding twelve months resided in the parish or within 3 miles (4.8 km) of it,

They must also be 18 years or older on the day they are considered for co-option.

Written applications from persons wishing to serve as a councillor need to be submitted to the Clerk of the council on the form prescribed in the procedures below. The closing date for written submissions of interest is Friday 28th July 2017 and following that date the Town Council will fill the casual vacancies by co-option, on or before Friday 11th August

Applications must be made using the Co-option Application Form, which is available to print from the Council's website (www.skegness.gov.uk) OR from the Town Clerk's office telephone 01754766113.

The form must be returned to the Town Clerk's Office, to be received no later than 4pm on Friday 28th July 2017.

The Town Clerk will check the eligibility criteria before applications are considered by Council. If requested to do so, candidates may be asked to provide evidence that these are met.

At 7.15pm on Wednesday 2nd August 2017 the Council will meet to consider the applications. Candidates will be invited to the meeting to make a short (max 3 minutes) presentation to introduce themselves and provide additional information as to their suitability for the role. Following each presentation, there will be a 5-minute period where Councillors may ask questions of the candidate to clarify points made in the written of verbal statements.

Once all the candidates have been heard, the press and public will be excluded and Council will discuss, in private, the various merits of each candidate.

The successful candidate must succeed in obtaining an absolute majority of those Councillors present at the meeting. As such voting will be conducted in accordance with Council Standing Order 12a.

The successful candidate will be formally notified within 48 hours and must then sign the Declaration of Acceptance of Office prior to the next meeting of Council on 6th September 2017 and complete the Register of Interest.
